It doesn't really matter what starter you choose, the difference is negligible in the long run and you'll get more of them anyway. Murakumo and Sazanami have the worst starting stats though if you want to be picky.

Fubuki might actually be the best of the starters simply because she has higher luck, which you can't raise normally. I actually haven't even acquired a Fubuki yet either while I've gotten all the other starters.

I will never regret choosing Inazuma though.
