You mean the tactical program system? Yeah that would have been a great choice, especially for getting PP for characters like Dai that are around early on that will struggle to gain PP. Another method that they could have used since EX Missions currently give out 10k for each one you meet, was have a character like say Keine have a President type skill that would give everyone deployed a free +5/10 PP at the end of each stage.

Its the exact same spirit set as before. Except Scan is actually useful now because it acts like Analyze in modern games on the side. So far, the notable change besides some passives getting learned earlier like Reimu's S Air being available just in time for the end of PCB is that Nitori now has access to Repair.
