Sukusuku hakutaku are a result of an artist (upg) making a comic parodying Sukusuku Inufuku with Touhou. Other people found the design appealing and sukusuku hakutaku developed a small presence in the fandom.

I wouldn't call yukkuri 'failed' as I don't think there was any goal behind their original creation. They were just the result of some funny text art.
