Yes to an extent. Like with Cirno trying to get Aya to make her look good while she was reporting on Cirno getting her ass kicked by a giant frog. But people blow this out of proportion and essentially say that all the characters are lying con artists and are actually weak. All while ignoring feats the character has and statements made by the narrator/author or in character bios/info

Where do people get this from? Which yokai did this to her? If anything she would do the opposite since she doesn't like yokai. She outright says that they are the enemy of humanity as she's trying to get a yokai fox exterminated with Reimu's help despite the fox not having harmed anyone. And why would she do it anyway? How did they manipulate her? Even if this is true that doesn't mean all the yokai are coming to her for this purpose and we have other more legitimate sources that show how strong they actual are. Character info from the narrator or the shit they pull in the story.

ZUN addresses this, see picrel. She also holds back in pretty much every fight she's in. But yes there are a few who are stronger but that doesn't invalidate her strength. I dont think she's suppose to be omnipotent or have absolute power despite her powers technically allowing her to be. Maybe nigh-omnipotent? I admit this is a weird problem in the narrative but this happens in many stories anyway.
