It could be argued they are potentially stronger because of their inherent powers and access to all the moons artefacts, Eirin is simply a genius to the point she invented a drugs that can't exist. Though really it comes down to which you prefer as ZUN doesn't really buy into a set power level and just makes the winner whoever is appropriate.

Still, Eirin packs a punch without all those manipulation of bullshit powers and just uses raw intelligence and magic.
