Well, Satoko's loud complaints were because it was coming right after Sotsu, making it feel like it wasn't relevant at all.

But I feel like no Rena or Mion winning is responsible for the simple lack of interest Rei has in Japan. It's not a future particularly appealing to anyone, and that has led to it quickly losing attention over there. Rather than at least getting Mion or Rena fans latching onto the manga, he got only the few hardcore fans who seem to follow anything Higurashi related.
