How do you "win" at Japanese Mahjong?

It seems the objective is to make 4 "sets" which can either be 3 of the same tile or 3 tiles in consecutive order, along with a single pair.

But since the tiles you get are mostly random(unless your opponent deliberately feeds or does not feed you the tiles you want), you can't really control which ending hand you get, if any.

The only skill involved here seems to be keeping track of 3 player's worth of discarded tiles and trying to figure out what their hands are.

So tell me, how are you supposed to get the last tiles you want to "Ron"?
