That's because there's still too much stigma around it, so you're only going to get really low tier and desperate girls that go into it. There's obviously still a negative association with doing porn in Japan, but stars get treated like idols and can appear on mainstream TV with all kinds of gigs. If porn was slowly normalized in Korea, you'd get more attractive girls that would go into the industry. That's a pretty big thing to ask for, however, given Koreans and their surface level prude attitudes.
