The fact that ZUN refers to the usual Touhou game mode as 'Legacy Mode' makes it obvious that all future Touhou games will only feature the new mode with the traditional mode being phased out.

I am aware that there might be some people here who endorse that, but those are pros who spend day after day with the games. For inexperienced or casual players Touhou becomes unplayable if you can’t make it past a certain spot in stage 3 or 4.

It seems possible that this is a deliberate plan by ZUN to limit his games to a small and shady elite, basically a Touhou Bilderberg Group. The New Touhou Order is either a way to recreate the aura of specialty and difficulty, or to kill off Touhou. By limiting the number of potential players and making the game unattractive to new players ZUN could prepare to cease making Touhou games.
