Just started playing this game
>Stuck at 1-4
>use up all 19 development points available in hopes to build an aircraft carrier or sub
>1 Takao, 18 fucking DDs

I do like how Takao seems to have an infinite muso gauge, but that's obviously far from enough for 1-4
