That is confined to the hotsprings that connect to hell though, vengeful spirits are kept at bay and maintained by the Oni and Satoris. Its not like vengeful spirits are just hiding behind every bush waiting to fill your kid with lead paintchips.
Though yeah surveillance is an issue, it is limited though. Yukari has to use the Zaras for that and there aren't enough for every house, as well they do provide benefits for their hosts so its not actually a negative.
