This is the most resource efficient, almost non-married fleet you can get while still gaining a sizable amount of resources per day and keeping a respectable damage output. You can use Kinu or Isuzu kai 2 instead of Yahagi since they have the best balance of resource consumption and defense, but if it's to level a CL, you can use them here, which is what I was doing. If you want to level a DD, the cost is even lower obviously. Also the carriers all get AS+ and hit damage cap in parallel engagement except for base Souryuu and Aquila, but the point is mostly to level and to get in and out, so if you don't have high enough AA planes, you might have to make some changes.
