Whats the deal with Letty's hat?

I don't think it was from the official manga, but from ZUN himself. I could be mistaken though, as I've only seen the claim on Letty's power being posted here multiple times and never contested, so I assumed it was legit. I do know for a fact that ZUN has commented on the powerlevels of the characters on other occasions. For instance, that's how we know for a fact that Heca is the strongest thing in canon and apparently by a large margin (or at least was when LoLK came out, but I doubt anything has surpassed her yet).

This might be a bit off topic, but I figured people who knew touhou games best and maybe had some japanese knowledge would help me out with something.

Recently saw some game go up on steam greenlight, Dagekio, and it seems like it's using music ripped from a touhou VN, 東方小話珠 ～violet violence diary～ 第一話 射命丸 文,
but since the doujin circle that made it is long gone, I can't confirm if they had used public domain tracks or if it was actually in-house produced. If it isn't public domain, I feel maybe some scumbags need to be called out on it.
