It probably means that she is a girl.
Hungary and Austria-Hungary had flags with angels. I guess the author had problems finding countries that could be portrayed as girls without losing their manly stereotypes and this was the closest she could find
Or she just thought that Austria-Hungary was kawaii and sounded like a couple.

I dislike Hetalia though, it's very shallow for people who already know two shits about these countries or the stereotypes about them.
