So even though what triggered Shion's massacre was her family's mistreatment of her, she had the potential to be a murdering schizo to begin with, while Mion didn't. so I don't think Shion would have been a better leader of the family than her sister. even if Mion is too cautious, she can keep a cool head, which makes her better suited for her position.
