Guy that did the experiment with here. I asked a few trusted people to open the stream on a device of their choice and do whatever. One of them had the stream on a tablet with screen off (the premium guy on the official app) and it still counted as a viewer.
None of them had ad block enabled but that didn't stop the counter from excluding them most of the time. Near the end of the hour when all three were counting, I know at least one of them went to bed and showed zzz on Steam so activity doesn't matter either.

I wouldn't sweat about what counts as a viewer at this point. There doesn't seem to be a pattern.

I did some experimenting with a couple of volunteers and here's what 3 viewers on a stream for an hour looks like on the streamer's 'concurrent viewers' analytics.

Shit's fucked.
