Doesn't this refer to the "average" fairy? Fairies are the most numerousdenizens on Gensoukyo. The "big" fairies like sunflower fairies and bouquette fairies stand out, among them, but don't seem larger than a 8 years old child.

Greater fairies, like Cirno, Eternity Larva, Lily White and others are the ones we know, but seem to be exceptional fairies who can boast special abilities. I doubt there are many as "powerful" as they are. Maybe a couple dozen in all Gensokyo, at best.
