Yes, that's part of it. But not everyone likes a hardcore yandere, so the idea is to write a girl that's mostly like any other for those who want the standard experience, and a couple hundred extra lines for the yandere content. Like a changed love confession, or a different line for fighting her, in addition to yandere-only behaviors like stalking you. Understand? Nothing stops you from writing a girl whose entire dialogue is just yandere stuff.
