It's why she's even dragging Rika to these loops in the first place and making her remember them. Keiichi #1120 that she barely met for a couple of days can't really compare at all. Also, note how even after Tatari he isn't looping either, even though in the manga it was explicitly pointed out Satoko could have asked for the others too, but didn't.

And so.. she does nothing to help him? Heck, Satoko easily could have stopped Oishi before that attack if she had any interest in that.

I think it's the first time she's actually watching one of the L5 victims going around killing her friends which could explain the trembling hand based on what we know. Also could be just some internal conflict we don't know about at all. Meguri still hasn't gone into the witch stuff at all, in spite of showing Witch Satoko acting in odd ways, and the anime also first brought it up during Tatariakashi, so it's very likely we'll see Meguri's own take on the witch concepts in the next arc.
