Just carry on as far as you can, cruisers will come either from daily builds or drops.
Above all, don't try to rush. This isn't casual shit like that fake boat game, it's mostly about handling logistics. If you burn too much too fast, you'll be in a tough situation, especially with no expedition teams as of yet. But don't be too nervous about lack of expeditions as of yet, your resources regenerate on their own up to a cap of 20k. To stock past that, then you need expeditions.
Do your daily builds, try to progress through maps as far as you can, don't be frustrated when the ships fail because they will, but you can always try again. Do not advance when a ship is red or she runs the risk of sinking.
Above all, do not neglect DDs. It's easy to dismiss them early on because they barely scratch anything that isn't a destroyer itself, but events depends greatly on their ability to finish a boss off with TCI, and (some of them) to remove submarines on the way.
