The Lunarians are a pretty bad example. Despite their obsession with avoiding kegare, they're clearly not very pure of heart, given their penchant for sealing away anyone they consider to be even remotely threatening and Eirin's eagerness to solve problems with murder.
LoLK made them look even worse, considering their apparent willingness to genocide Gensokyo to escape Junko, and even if you believe they wouldn't be able to go through with it, they still held Gensokyo hostage to force Reimu and company to solve their problems for them. Even Junko and Hecatia were apalled by it.

Though it's hard to say what purity of heart even means in Dragon Ball. Perversions certainly disqualify someone, as does malice, but Goku could allow the Earth to be threatened just so he could have a good fight, so selfishness is just fine.
Maybe it's mostly just about earnestness, and being completely true to yourself.
