That's more or less the jist of it. Otaku want a girl who isn't real, is less than 160cm, adorable, squishy, and has had as little interaction with the opposite sex as possible. They don't really care whether it's a 500 year old vampire, an elementary school student, or a gynoid built last week.
It's less that they get off on breaking a social convention and more that they don't see the point in worrying about social conventions in the context of drawings of cute girls that do not exist.
Although there are of course exceptions.
