Developer intent doesn't really matter at all past the basic mechanics. Devs are historically terrible at gauging the meta and limits of the systems they design, even if they're trying to make a well-designed, competitively viable scoring/speedrunning/versus/etc. game. Pic related, the DDP designers used invincibility to see how far the scoring could go and only got 400m, whereas 600m was quickly reached by people playing legitimately.

Smart designers are obviously more likely to make good games that attract a playerbase, but really, as long as there's people who are interested enough a game's scoring to keep pursuing it, it honestly doesn't matter how much or how little thought was put into it.
