you're allowed to write their name in hiragana/katakana if you dont know it, and all the election posters in japan tend to have the name in furigana at least unless the person is famous
they also make a lot of allowances like if you write あ and theres no other candidate with あ in their name they consider that a vote for あべ (unlikely scenario but you get what i mean)
