Actually, where does it says that Tsukasa being the one who started everything? Megumu may have listened to her advice, but she could still be the one who came up with the idea, and definitely the one who met and made deal with Chimata which soon lead to the breakup.
Nowhere does it says that Tsukasa slowly caused ruin to everyone during the co-op, only that she became the messanger. It's more like her role as scheming fox started when she lured the protags into fighting Chimata and Momoyo under Megumu's ploy, and in the end Megumu still came out as winner with the profit she has made.
All in all, there is no indication that Tsukasa has caused or planned any harm to Megumu. Her interaction to Chimata was more like boasting and Megumu certainly wasn't harmed in any way.

You may want to read about Izuna-Gongen to know why I said Megumu is not just her regular "master" and all the evil description about Tsukasa may doesn't apply to her.
