That's certainly true, though rainbow medals and rarity growth came in part as a response to Alstroemeria not being received very well. If this game has a constant, it's that badly received mechanics get winnowed, so I don't think they'll go a step backward with Colchicum.

There's a shot that she will have low stats, but my bet is towards her being a full-fledged rainbow. I mean, why waste Fujishima Sei 1-Gou art on a rainbow that will never be used?
