That Doctor Roman is King Solomon, the first Servant Chaldea Summoned, and the true winner of the Holy Grail War in Fuyuki with Olga's father as his Master. Their Grail was not tainted, and the wish made was for a second human life. Flauros fuck up was spectacularly big because he didn't neutralize the only one being who could stop them.
