japs don't give a fuck about deaf people. they don't have any obligation to include subtitles on anime dvds so they don't.
the idea of just including closed captioning on everything is a really new and innovative idea in japan that they're still years, maybe even decades away from ever fully adopting without a government mandate.
thanks to anime booming on western streaming sites and america mandating closed captioning be available, most subtitles are rips from amazon or netflix.
