You should look for open source libraries regardless of what language you're using. Unless the library was poorly written, you aren't going to noticeably improve efficiency by rewriting its low-level functions--but you'll still need to be careful about the whole implementation process.

Well, if you're already intimately familiar with the phases of waterfall and how they vary in iterative development, and know how to write an SDD, then you probably know everything really important I'd have to say.
