I don't get the logic of 2 pairs being better than 1.

In my mind it's better to have 1 pair and an open wait shape than to have 2 pairs with one replacing the open wait.
If you do draw the third tile to your pair, it's easy to just get another pair. Literally draw another of any of the tiles in your hand.
Plus keeping open waits and just one pair will lead to pinfu.
