Two explanation for that band. It's either suppose to represent the interface between the leg part and the thicker brief part, like >>7867955 but set lower down the leg, or it's actually a pattern printed on the pantyhose to make it look like stocking with that band representing the top band of stocking. Normally you can't see that far up someone's legs so that illusion works.
