If you recall from the end of Heaven's Feel she's still technically part of the holy grail. Even Rule Breaker couldn't completely sever her ties to Angra Mainyu, and she constantly has to work hard (i.e. Fuck Shirou) to keep it under control. However, if she ever needs to fight or be comic relief, she can let her dark side out a little bit.
