She is one of the few characters that has any manner of breasts in her ZUN art, along with Urumi. A few others like Raiko or Megumu, among others, have been argued for it every now & then, but these two are leading the pack.
I like that her and Urumi have this sense of hospitality to them, whether it be Urumi's fishing career or Nemuno's distat, old fashioned lifestyle. Once you've shown her you're not here to take over her territory, I imagine her to be quite homely, if not a little rough, but with the purest of good intentions. After all, her self sufficient lifestyle is the antithesis of society, its power dynamics and how it can mold someone into corruption.
