Well, it depends how devoted you are to continuous runs. Sure 12 gives a higehr base value, but if you run them continuously with minimum delay, 3 gives 120 steel/hour and 6 gives 120 bauxite per hour.

Or use this chart if you're too lazy to translate everything. The left set of rewards is the actual reward per expedition, and the right set is the hourly rate if you run them continuously.

The consensus seems to be expedition 5 is the best for fuel, while 3 is the best for steel. (they're marked in red on the image if you forget).
