There's no narrative to ruin here, if anything it's an opportunity for Waggy to get surprised if you get there since she wasn't expecting you to visit so early. That's just more things for someone to write about. On that note, her room probably shouldn't be locked at all since it's already underwater, dunno how that's set up right now.
Third, my point stands, having more options to do things makes for a better videogame. For balance reasons, Waggy's item should give you another powerup in addition to the intended function of being a key to her room, simple as that.
