No adaptation of a horror material is ever going to be as scary as the novel version because your mind is the one filling in the details in the latter. Ryukishi likes to use that photoshop swirl background a lot to leave even less to the imagination too. The only thing adaptations can have over (and that depends on the person) the text version is voice overs, and that doesn't necessarily helps things be scarier, but can make the reader relate to the characters more if they can hear them, especially if it's something like a sad scene and the VAs do a good job at voice cracks, the #1 way to make viewers cry (see: Star Trek 2 Wrath of Khan).
