You know how tobacco is widely legal while marijuana is harshly punished despite being less harmful? Well it's a cousin case to that.
Historically, onsens were heavily regulated but following the post WW2 occupation Big Onsen managed to establish relations with the Americans and managed to have most restrictions regarding their creation and usage, like the "3 hours of use per month at most" rule that was implemented in the Heian Period, totally removed. Following on this and capitalizing on the nationwide depression, onsens were marketed as an enjoyable and cultural pastime and their popularity boomed. Of course this led to a vast number of deaths and some regulations were reinstated over the years but thanks to their already established foothold and extensive PR campaigns, Big Onsen has managed to maintain a vicegrip on Japan that allows them to continue their practices to this day.

It essentially means "left country of origin"
Typically EMS stops tracking it the second it leaves Japan, so put the ems tracking number in your countries federal mail tracking, ex. USPS Tracking, and you should see it pop up there once it lands.
