I don't think she thinks she has any control over the situation, per se. She acts way too innocent for that, she's painfully aware how weak she is, unlike the Marisa the appears later that thinks of herself to be the strongest and all those other Marisa traits.

Reimu, with all of her innocence, thinks that voicing her problem of the situation will make everything all the better. She's not used to things not happening her way, or anything painful. Not so much control of the situation, just being naive.
