I can confirm that catbox's downtimes are more numerous than the ones mentioned on that site. The downtimes I'm referring to are most certainly not logged there because the main site itself was still accessible, but the uploader would fail to work and just churn out errors for an hour or two. Catbox's upload function constantly dying is the whole reason we started using pomf instead during the early 2020 sound threads. But then an even bigger issue appeared, where pomf was blocked by some people's ISPs and they were shit outta luck, which made us go back to using catbox and pray the thing didn't break again.

Admittedly I haven't seen Catbox shit the bed in a while, but then again I'm using it nowhere near as much as I used to.
