The ocean is blue. You know that, but did you know that the ocean is blue because the sky is blue? Light travels from that hot ball of gas we like to call the Sun, to this floating rock we named Earth sometime in history, just to bounce around a lot since it hits reflective surfaces or just surfaces that reflect light. The Ocean, believe it or not, is not exempt from this. Naturally, the Ocean has no distinct color. The light that hits earth is sent back out into space or warded off entirely. It goes without saying that we are able to perceive this world because of the light we are able to see. Knowing that, I have to ask. Are you aware that the sky is blue, but not because of the Nitrogen in the air? I mean, Nitrogen? Really? Pff. Magic molecules floating all around you make the sky blue? Hah, don't make me laugh. Now listen closely, the sky is blue not because of the mythical Nitrogen in the air, but rather because Cirno is so strong that even the heavens aspire to be like her. However, like water, it too fails to mimic her in a frozen state. Such is the nature of the strongest fairy.
