If you're still on EoSD, you could just go through the print works by order of release, pic related. Finish a game, then read the print works written between that game and the next one where you're familiar with all the characters (except the ones introduced in those print works obviously). Then the next game will introduce new ones and you'll learn more about them through the print works written after the game's release.
The other anon mentioning character biographies is also spot-on if you want to learn more about Touhou. The biographies are released with the games so you can look at them whenever you want if you're interested in the characters from a game.

This is their chronology in canon, but seriously if you just read the damn things in release order you'll be mostly following this anyway.

Is there a new version of this?
If there isn't, we really need to make one, with LolK, the most recent manga volumes and maybe Hidden Star in Four Seasons.

It's not entirely up to date with the manga chapters, hopefully it will be updated for 15.5 and 16.

Uh oh, looks like it's starting.

Well, I've been very loosely following this so far, though I've already completed a sizable portion of Shoot the Bullet and have only gotten a single ending of PCB (and none for EoSD), so I don't even think this constitutes "very loosely following".

Still, though, I hear from wherever in the archive I got this image that anything pre-MoF is pretty self-contained and easy to pick up, and I can go further after getting a good idea of things there. How accurate that is I wouldn't know

If you mean the literature overall, here is a decent chronology an anon made that you can use as a guide.

I personally think that pre-MoF, the order in which you read things is not as important as later works, as long as you know how those four games go. This makes ingesting CoLA, BAiJR, PMiSS, and the games' contents a pretty easy entry point, since as long as you know the absolute basics like characters and stuff it isn't very daunting even if it is a bunch to read. In terms of "importance", those works would probably go PMiSS > BAiJR > CoLA, because of the different kinds of information they give.

These works lay a solid foundation for what comes next, being from MoF to pre-TD along with Bougetsushou (SSiB+CiLR). Bougetsushou is pretty heavy, and both the manga and novella are needed to get the whole picture. SSiB alone just seems dumb and pointless while CiLR alone has no context and no clear sense of what's happening.

Anyways, even if you don't read Bougetsushou, you can start reading basically anything coming after UFO (like WaHH and FS) as long as you basically know the games and stuff up to that point and acknowledge it's after UFO. Just like with everything pre-MoF, they're mostly intelligible if you've been following the series even if you don't exactly read everything in absolute order; you can kind of connect the dots.

Generally I think it's pretty lenient to get into as long as you have the games and characters as a backbone and read some pre-MoF works first. A lot of what Touhou works are in general is exploring and expanding the setting by having concepts explained through simple storytelling and new elements always being introduced, rather than having an overall plot progression, so it isn't like you're picking up a book in the middle.

Here's a good overview of continuity. You can read SSiB in its entirety before CiLR if you want (instead of interleaving), but you pretty much have to read both for the whole story. WaHH, FS, and OSP often intertwine because they run in serialization and happen more or less in real time. Secret Sealing Club stories are mostly a separate thing.

- Distributed the music CDs correctly
- Added acronyms on first appearances
- Fixed an error in WaHH continuity
- Tweaked the color of music CDs to set them apart from print stories

That should be good for now. It's made so that anyone can add to it relatively easily, but I'll try to update it once or twice a year as necessary if it looks like anyone uses it.
