Toriyama Sekien is famous for illustrating the night parade of hundred demons and making up a bunch of pun tsukumogami for it, like this little rascal who is a play on grater (oroshi), mountain wind/storm (yama-oroshi/arashi), and porcupine (yamaarashi). That scene is probably from there.
