Max gives the same accuracy as +9 and even if decimals added together we can't upgrade seaplanes (yet) so three maxed equips wouldn't make for a point of accuracy.

Stars increase accuracy too and there's no such thing as accuracy overkill in combined fleet, plus the extra firepower always helps in hankousen or red T.

You can see the firepower boost table on the wiki. I'm not sure if this table applies to all weapons but it was tested for heavy guns.
