Not him, but Luka was not released until 2008. So definitely not "early 2000s". That being said, I believe the real question you're asking is what was the early Vocaloid fandom like?

It was pretty comfy. Back then if you were an anime fan you were likely to also be a Vocaloid fan too. Even as early as 2007 we had Lucky Star make vocaloid references. Us here in the English speaking countries were being regionblocked from Nico Nico Douga and so we were mostly watching fansubbers who reuploaded to YouTube. Some were even using the unmistakable Windows Movie Maker hahahaha. Very early Vocaloid culture was also heavily intertwined with the LOL SO RANDOM XD culture of back then (see pic related). A lot of people look back and cringe at their teenage selves but in terms of the Vocaloid fandom for being the weird kids we did kinda have some self awareness of how cringe we were but looking back at it now it was a comfy time.

I thought about this in the time between now and the last time this topic came up, but the reason why fansubbers stopped existing is because:

1) A lot of Ps migrated to YouTube, so y'know it became kinda a dick move to reupload someone else's video.

2) User Submitted captions became a thing which removed the need to reupload a video in the first place. (athought this was eventually removed though because YouTube is run by nigger jews.)

He has already wavered though, otherwise he wouldn't have asked that.
If he turns her down without ever experiencing it first hand, he'll live thinking about what ifs. That's why I think he needs a better closure.
Might as well try to go full riajuu at this point.

I do agree with the rest though. He will change, for better or for worse. But who am I to tell someone he shouldn't try to live his life fully? I believe "not having tried" is a heavier burden to carry, but that's just my opinion.
