You can absolutely copyright a character. Doujinshi are derivative works and Japan has a peculiar attitude towards them considering how iron fisted they are with IP in general.
To paraphrase something I heard from an actual (YouTube) lawyer, look at SEGA. SEGA treats Sonic fangames like...doujinshi. Sonic isn't exactly worthless as IP, but the goodwill their parent company, pachinko fkn overlords of Nihon SAMMY, earns from letting fans basically do whatever the fuck they want as long as they're not commercially exploiting it, far outweighs any potential dings on their "claim" to Sonic. Plus, SEGA does enough to fucking ruin Sonic's reputation on their own.
Compare that to Nintendo. Nintendo's intellectual property IS Nintendo. Nintendo is nothing without Mario, Zelda, Samus, FALCON PUNCH, Pikachu, and the like - just a playing card company turned toy company turned electronics company selling underpowered hardware. With a big fat warchest. And lawyers.

I mean, it's more common in countries with lax or nonexistent IP laws like the ME and SEA, but Take Two isn't going to risk the negative publicity of going after some gun range unless said gun range is suddenly in the news for something that is even worse publicity.
