Here's some general information about the Ministry of Right and Wrong
>founded by the Juuou, the Ten Kings, AKA the Ten Judges of Hell, according to Perfect Memento in Strict Sense
>in order to keep up with the rising number of souls to be judged, the old system of spiritual transmigration was changed to the current system (where a lesser yama reads out your sins in court, beats the shit out of you, and then delivers your sentence without any chance for defendant testimony)
>additionally, more judges were created from the jizo population to reduce the workload on the Ten Kings
>however, due to the rising human population, the Ministry was created as the number of judges could no longer keep up
And the actual organization itself is composed of
>10 Yama (most likely the Ten Kings)
>the lesser judges and kishin chiefs
>the shinigami working under the lesser judges and lesser oni under the kishin
And because Hecatia is one of the leaders of the organization according to Eiki in VFiS, wouldn't that imply she is one of the Ten Kings? After all, the yama at the top of the ministry are likely the original ten judges of the dead, unless they happened to somehow retire or get booted from the position via corporate takeover or something, I dunno.

Something else that's interesting is that the Ministry does not involve the/an Excuse Jizou at all, too, considering there is no one defending the souls on trial at any level in the Ministry's court system. Additionally, it seems the Ministry is based more on non-Japanese Buddhism considering Japan invokes 13 Kings, rather than 10 (http://www.onmarkproductions.com/html/sai-no-kawara.html#10kings))

Additionally, there are six realms the yama can judge a soul to be reincarnated to, all of which are part of the stages of suffering.
>Hell (the billions of countless realms of suffering)
>Hungry Ghosts (Netherworld)
>Animal (Animal Realm)
>Human (as in you become a human again)
>Heaven (the Celestial Realm, which may is likely to share ties to the Lunar Capital, as the Dragon Palace IS the Lunar Capital itself)

I don't think all of this is niche, but I think it's good to have all of it linked together in such a way that's more convenient.
