I'm a retard so please go slow. Why can't I pick the second choice here? When I finished the Arc route and Ciel mentioned some new choices now being possible, was it just saying that her route had now opened and it wasn't hinting that this had finally opened up?

Do I need to start an entirely new run and skip to this point to select the second option, or is the flowchart branch a fakeout and the choice impossible? Or is it a Ciel route choice that I'm missing flags for by jumping around in an ?old save? flowchart?
