Yup. She's a straight-up lift of one of Izumi Takemoto's characters.
AM got away with it because it was a doujin game that sold only like 100 copies in the mid '90's, but Ellen is indeed not really ZUN or AM's character at all.
You can make the argument that (other than Gengetsu; Although that one's a little more convoluted) the other reference characters are "stolen" or "inspired", but to be honest people like Yumemi and Kotohime are changed enough that it's a bit of a stretch.
Even Yuuka is meant to be based off of a VN character as well, but from the single image I have seen of said character, the resembelence might as well be coincidence, because they look like they have totally different personalities.

Sidenote; PC98 Yuuka is a complete shitter, even more so than in PoFV. She's a little more whimsical and unstable for lack of a better word, and it's hard to know if she's deliberately winding people up to fight them, or if she's actually threatening them and is just using completely the wrong tone because she's Yuka.
