a lot of the problem is down to the fact that the original nyaa died and the site owner gave no advance warning of his intention to take the site down (due to the passage of a new EU law) and provided no archives of the site either.

what was saved from the original nyaa was entirely thanks to back-ups taken by anons, but the back-ups were not perfect and i think for sukebei all torrent stats were completely lost along with several months worth of content.

the problem now is that a lot of people are still seeding torrents which they dl'd from the old nyaa site, meaning the new nyaa tracker is not included in their version of the torrent and thus does not pick them up as seeds.

if you see pic related though, you can be pretty certain that a torrent is indeed dead and that trying to download it is a waste of time. this checkmark column shows the number of completed downloads logged by the new tracker so if it says 0 this means there has been no 100% download in the entire 3 years that the new nyaa has existed.
