Specifically: What happens in times of Famine, Diseases, actual Crisis, etc, etc.

Is Science only approved if it's heavily doctored to fit the Youkai narrative?

How is Gensokyo Ruled? A Feudal Lord on top? Various Faction vying for control and are in a cold war? Or Some Sort of Council?
